Russian crypto payment processor with Estonian license

Payeer is a crypto payment processor and merchant service provider.

It used to be operated by Fincana OÜ (companies register), an Estonian company that had a crypto license from the Estonian FIU until August 2021. After this company lost its license, the Estonian DEVsoftDOG OÜ was renamed Payeer OÜ and continued to run the high-risk payment processor Payeer with an FIU crypto license. The co-operator is Paycorp Limited, a company licensed by the offshore regulator Vanuatu Financial Services Commission (VFSC) as a financial dealer.

The beneficial owner of Payeer is the Russian Liubov Svezhentseva, who is also one of the company’s directors. The other is the Estonian business developer Dmitri Allikas (LinkedIn).

Payeer offers FIAT and crypto payment services via its payment app available in the Apple and Google store.

The payment processor receives an “Excellent” trust level with a 4.6-star rating on Trustpilot. According to the information provided on its website, Payeer has almost 17.000 client accounts (14 March 2022).

We have identified Payeer as a payment processor in several scam environments (Capital Letter group) and thus include it in our “Red Compliance Light” list.
